The Tipton County Chamber of Commerce has unveiled the 2002 Christmas ornament. Twelfth in a series, the 2002 ornament depicts Edwards School, established 1870 in Prairie Township.

Holiday Open House

The Annual HOLIDAY OPEN HOUSE sponsored by the Tipton County Chamber of Commerce and the Tipton County EDC is scheduled for Thursday, December 5. The event will be held at the HollyTre Café in Tipton from 5:00 to 7:00 P.M. The HollyTre is located in the Tipton Side Street Mall at 125 W. Jefferson Street.

The public is invited to attend and enjoy the festivities. Tipton High School’s “Young Originals” will perform Christmas carols and The Brass Works will be playing holiday tunes. In July, a modern community education center opened at 239 Ash Street in Tipton thanks to Lilly Endowment, Tipton County community leaders, and Purdue University.

Working with Northern Community Schools of Tipton County, Tipton Community School Corporation, and St. John’s School will be Annette Pardue. As Director of Child and Youth programs, Annette will help foster parent training, some alternative schooling expansion, preschool and K-12 curriculum development, teacher development training, expanded tutoring for students, and other programs, such as college readiness enhancement.

Adults can receive literacy and GED instruction, continuing education, lifelong learning opportunities, professional licensing, continuing education classes, and college credit courses. Over 1,300 Internet-based and satellite courses will be offered through the Indiana College Network. Students can take credit courses to start or finish a bachelor’s or master’s degree. Education will be enhanced workforce development courses.

College credit courses will be made available from a number of Indiana higher education institutions via traditional courses, not just through distance education”, said David Nickolich, Director of Adult Education programs. We’ll help students with the college admissions process and to obtain academic and career counseling, as well as financial aid information.”

Miller’s Merry Manor, Inc. Announces
Construction of “The Aviary”

Something special is happening at Miller’s Merry Manor in Tipton. A specially designed environment for those challenged with Alzheimer’s or a Dementia Related Disorder is under construction and has been named “The Aviary”.

“The Aviary” concept is one that other Miller’s facilities presently have in place. It involves programming from the waking hours until bedtime (and beyond as needed) in 15-30 minute time frames seven days a week. Staff has received specialized training in the disease process and needs of these residents. Ongoing education will also be required for the staff. Reservations are now being accepted. An open house is being planned, date to be announced.

TCEDC Director’s Message

Greetings! TCEDC staff completed research into the Tipton County economy to better understand who and where we are. We performed this task to enhance our ability to participate in the ongoing comprehensive planning process underway by the County Planning Commission. Much of this research confirmed that which we already knew about Tipton County. Yet, there were some real surprises.

We wanted the facts that we uncovered to be as accurate as possible. After all, how can we rely upon them as a planning aid if they do not accurately represent who we are? Accordingly we relied upon information furnished by the U.S. Census of Agriculture, the U.S. Dept. of Agriculture – Bureau of Economic Analysis, the U.S. Economic Census, STATS Indiana, the Indiana University Kelly School of Business, Purdue University, and the Tipton County Assessor.

Like most people, I assume that agriculture is the engine that drives the Tipton County economy. I was certain that this economic and demographic research project would confirm agriculture as king in Tipton County. However, the data gathered from all sources indicate otherwise. Agriculture is very important in Tipton County, but it most certainly is not the economic force that most of us believe it to be.

In 1900 there were 2,290 farms in Tipton County and 162,597 acres, or 98% of the 166,660 acres in the county were farmed. The 1997 U.S. Economic Census indicates there are 415 farms and 158,440 acres, or 95% of the total acreage is farmed. In the 97 year period covered by this census there are 1,875 fewer farms operating on just 3% less land.

In 2000, agriculture generated more than $69 million of total revenue for Tipton County, including nearly $14 million of various federal subsidies. 1993 appears to be the best year for agriculture in terms of revenues generated. In that year more than $80 million was generated with only a little more than $3 million being subsidy. According to the 1997 Economic Census manufacturing generated more than $199 million, and retail trade more than $118 million. Agriculture was third with nearly $80 million. Health care, accommodation and food service, other services, professional services, and real estate generated nearly $33 million.

There were 6,446 people employed by Tipton County businesses, including agriculture and agricultural services in 2000. Of this total, 5,811 are classed as non-farm employees. Surprisingly, 1,281 were employed in government and government enterprises. This includes schools, hospitals, utilities, etc. Manufacturing was the second largest, providing incomes for 1,155 people. The service industry is the third largest employer with 1,056 persons, followed by retail trade (988), farms (635), construction (368), finance, insurance and real estate (303), wholesale trade (256), transportation and public utilities (236), and agriculture services (168).

There was $171,898,000 of earnings by place of work in 2000. Of this amount, more than $160 million is classed as non-farm earnings and just under $12 million is classed as farm earnings. Total personal income in Tipton County for the year 2000 was $447 million with $435 million classified as non-farm. However, this number is not, in my opinion entirely accurate. Personal income includes investment and rental income. There are no doubt millions of dollars of cash rent paid by farmers and not classified as related to agriculture.

One last truly revealing set of statistics indicates that there are 13,131 parcels of land in Tipton County. 4,903 are classed as agriculture with a total certified value of more than $135 million. There are only 178 industrial parcels with a certified value of more than $32 million. There are another 743 parcels of commercial property valued at just under $32 million and 6,814 residential properties valued at more than $207 million. More than 95% of the land in Tipton County is dedicated to agriculture and it is valued at $135,024,389 including buildings. The remaining 5% of the land with buildings are valued at $272,007,900.

I believe that the facts presented are a true representation of the importance of agriculture to our economy. I also believe that these are the facts upon which the comprehensive plan should be developed. Emotions and assumptions can, at times get in the way of facts and prevent an objective analysis of any issue. A comprehensive plan for the county that is based upon both the facts and the community’s vision of itself 20 years from now will go a long way towards a plan that can be embraced by the residents of Tipton County.

FALL CANDIDATES FORUM

The Tipton County Chamber, Tipton County EDC, and Central Indiana Television (CITV-Tipton Channel 19) will jointly sponsor a Fall Candidates Forum on Wednesday, October 16, 2002 at the Tipton High School Auditorium at 6:30 P.M.

A “Meet Your Candidates” social hour will be held beginning at 5:30 P.M. immediately prior to the Forum at the same location. The public is invited to join us in meeting the candidates and to discuss issues important to both the individual and the community.  CITV will broadcast the Forum during the week of October 21.

TIPTON BLOOD DRIVE SCHEDULED

Simple, safe and easy to do, blood donations make much of modern medicine possible. Organ transplant candidates, burn and cancer patients, people with sickle cell disease, and premature infants all depend on a continuous supply of donated blood. When an individual is involved in an automobile accident, that one person may need the blood donations of up to 40 people. When you give blood, you help save lives!

The Tipton County Chamber of Commerce and Tipton County EDC will join the American Red Cross in their lifesaving mission when they visit the C. W. Mount Community Center for a blood drive. The drive is scheduled for Tuesday, October 29, from 12 noon until 6 p.m. The Center is located at 341 West Jefferson Street in Tipton.

Each unit of blood has the potential to save three lives. The entire process takes about one hour, but the actual donation time is only about 8-10 minutes. When you come to donate blood, you’ll fill out a short health questionnaire, get your temperature, red blood cell count and blood pressure checked, donate blood, if eligible, and enjoy snacks in the canteen.

Locally, the American Red Cross needs to collect approximately 450 units of blood each day in order to meet patient need. If you are at least 17 years of age, weigh a minimum of 110 pounds and are in good general health, you may be eligible to donate blood. The Economic Census—
How Important is It?

The Commerce Department’s Census Bureau will send questionnaires to more than 5 million businesses in December, launching the 2002 Economic Census, which Federal Reserve Board Chairman Alan Greenspan has called, “indispensable to understanding America’s economy.”

The Economic Census, taken every five years, “assures the accuracy of the statistics we rely on for sound economic policy and for successful business planning,” said Greenspan. “The Economic Census produces our most widely-used business statistics,” said Kathleen B. Cooper, Under Secretary of Commerce for Economic Affairs. “It is the primary benchmark for measurement of 96 percent of our Gross Domestic Product (GDP).”

The information you provide in the Economic Census is critical. Government leaders - from small town councils to national policymakers rely on the statistics that come from the Economic Census. Your information is vital to make accurate and timely decisions in a constantly changing economy.

The Economic Census also provides the foundation for reports on hundreds of industries and data for states, counties and places – even some for ZIP-Codes. Businesses, communities, and governments use Economic Census data for planning and market development. Business people can bolster business plans, locate markets and improve sales with information that will come from your forms.

Economic Census forms are sent to all but the smallest businesses in every industry and geographic area of the U.S. Most businesses with five or more paid employees, and a sample of smaller ones, will receive a census form. Businesses that receive a form are required by law (Title 13, U.S. Code) to respond. Several initiatives will be used to make it easier for businesses to complete their census forms. For the first time, about 3.5 million locations will be able to file their forms electronically.  The Census Bureau also has an Internet help site for businesses www.census.gov/econhelp.   A toll-free "help line" (1-800-233-6136) will be answered by Census Bureau employees during business hours (8 a.m. to 8 p.m., EST, Monday through Friday).

Completed forms are due at the Census Bureau by February 12, 2003. Results will be collected and processed during 2003, and the first data will be released beginning in early 2004. Reports and statistics are published on the Census Bureau’s website at www.census.gov. Ultimately, the Economic Census will yield over 1,600 data products, with information on more than 1,000 industries and over 50,000 geographic areas.

So, if you are among those called upon to complete a form, look at it as an opportunity. This is a chance to develop the reports and information that America and all businesses - including yours - will use in years to come. It’s a civic responsibility that we can all benefit from.

Department of Commerce Announces
DEVELOPMENT OF STRATEGIC PLAN

For the past year, the Indiana Department of Commerce (IDOC) has undertaken a massive strategic planning process, reviewing various economic and demographic data, assessing Indiana’s competitive position relative to other states and regions, and considering countless organizational options in order to arrive at the creation of a “new” Department of Commerce. The IDOC has been working with Atlanta-based Market Street Services, Inc. to develop the strategic plan.

IDOC decided the best way to compete in today’s economy was to restructure the department. The main component of this reorganization is the move to a regional delivery system that will include twelve regional offices. Additionally, there will be the creation of an advisory council. Each of the twelve regions will be represented on the council, which will also include members of government and the business community. Regional offices will be established in each of the twelve regions consisting of a senior staff member who will serve as office manager. Ideally this person will be a current resident of the area who will serve as the primary liaison and facilitate Department of Commerce activities in the area. An additional two individuals will assist each regional office manager.

Tipton County is part of Region 4 which also includes Cass, Grant, Howard, Miami and Wabash Counties. The office for Region 4 will be located in Kokomo. This region is home to nine major employers (each with over 500 employees) and a high concentration of large manufacturers (approximately $9 billion in annual shipments).

KERNAN UNVEILS NEW INTERNET TOOLS
FOR ECONOMIC DEVELOPMENT

Indiana’s official socio-economic research Web site is now home to two new economic development tools that are the first of their kind in the country.

Lt. Governor Joe Kernan and representatives of Indiana University’s Indiana Business Research Center (IBRC) unveiled the new databases available through STATS Indiana, www.stats.indiana.edu.

The databases instantly allow businesses or development officials to compare benchmarks between Indiana communities and their competitions in other states. Having this kind of information available online will assist with Indiana’s efforts to lure new companies, and at the same time, businesses will have a new, more efficient way to learn about what the state has to offer.

“This is a huge step forward for business development and job growth,” said Kernan, who serves as the director of the Indiana Department of Commerce. “These new Web-based tools will put the latest data and research at our fingertips. It will allow for quicker, more specific responses, and in today’s competitive world that’s essential.”

The new functions of STATS Indiana include:

Indiana IN Depth provides key indicators for Indiana’s counties, regions, and metropolitan areas. Annual commuting patterns, education levels, population trends and industry mix are available in an easy to use printable format. In addition to extensive state and federal data, Indiana IN Depth offers a unique region building feature that allows users to customize searches to better understand local and regional impacts.

USA Counties IN Profile give users comparisons between Indiana counties and similar counties in other states, with extensive national and state rankings and percentage changes on such important figures as unemployment rates, education levels, population growth, wages per job and migration patterns. With a database of 3141 counties, the USA Counties IN Profile offers a peer-finding utility that immediately links the user to profiles of counties that are similar in size or income to the one you choose.

STATS Indiana is a Web-based information system developed and maintained by the Indiana Business Research Center through Indiana University’s Kelley School of Business with funding from the Indiana Department of Commerce. It is especially aimed at supporting Hoosier economic and community development efforts, but is heavily used by the educational, government and non-profit sectors.

The IBRC is already working on enhancements to be released soon—a profile for all MSAs (metro areas) nationwide, plus a side-by-side comparison featuring graphs and, ultimately, maps. Improvements to interactive data selection and time series are also underway, along with continuous content building that will continue to give developers the information advantage over other states.

“For economic developers, this is a dream come true,” said Greg Wathen, president of the Indiana Economic Development Association. “This puts the information in the hands of the folks who need it most. This advancement will allow every community to assess itself as well as its competitors and that should go a long way to advancing the economic development efforts all across the state.”

Tipton Community Theatre to Perform
“PETER PAN”

Celebrating their 10th season, Tipton Community Theatre is currently working on the much anticipated musical Peter Pan by Sir James Barrie. The cast is set and the performance dates are October 26-27 and November 2-3 in the Tipton High School Auditorium. Tickets are only $8 for adults, $5 for seniors and students and can be purchased at the Chamber of Commerce or by calling Tipton Theatre at 675-1682 or from any Tipton Theatre Board Member.

This beloved story is about a boy who refuses to grow up and loses his shadow. This full-length production has a remarkable cast including Natisha Anderson as Peter Pan, Alexia Borland as Wendy, Spencer Curnutt as John, Cameron Tragesser as Michael, Kelly McCormack as Tiger Lily, Tim Sherrill and Amy Fishback as Mr. & Mrs. Darling, and Larry Nierzwick as the evil Captain Hook. With a supporting cast including Tom Redmond, Andrea Konyha, Nancy Gatmaitan, Doug Fishback, Anne Lamar, Margaret Hawkins, Sue Forkner, Jenny Sherrill and a whole host of others, this production is slated to be one of TCT’s strongest shows.

In addition to a strong cast, this musical will mark a first with the theatre as Peter, Wendy, Michael and John will actually fly! A professional rigging company from Las Vegas will be providing the means to make this happen. Tipton Theatre has never gone to this extreme before but felt Peter Pan just wouldn’t be the same without being airborne.

This musical is directed by Polly Redmond and assisted by Tamara Ritter and Carolann Shadday with Mike and Evelyn Dollens as musical directors. Q & A - Our Readers Write

Q—I guess this is a cry for help. You have done wonders in the Industrial Parks but we are in need of “choices” in our every day needs. It’s especially hard on those with fixed incomes.

A few years back, Tipton had five grocery stores in town and almost two of everything else. It was a busy little town then. You say shop in town, the question is “where”? Tipton needs an Aldi or Big Lots. What we have just isn’t enough. Some residents do not make big wages and not every one can drive out of town. Help is the word!

ANeither one grocery store nor one drug store is adequate for the needs of our community. As consumers, our choices and options are limited and there is no competitive pressure upon either seller. TCEDC works to support commercial and retail development just as we have supported industrial development. During the past several years, we provided technical support and assistance to Taco Bell / Kentucky Fried Chicken, Moser Jewelers, and to Robert Miller & Son Furniture. We have and continue to promote the area to grocers and other retailers to encourage them to locate in our community.

There are issues that impede our ability to attract retail operations—such as the size of our community. The population of the Tipton is 5,249 and there are less than 16,700 in the county. Retailers tend to locate in an area where there is a significant population within a 3-5 mile radius. Most retailers require population counts between 10,000 and 25,000 within this radius to ensure a viable market for their goods and services.

We continue our industrial development efforts as we dialogue with these retail entities. We know that the entire community benefits from our efforts to support the creation of employment and economic opportunities in Tipton County. Pressures will build for housing development, as most people want to live near their places of employment. Our children and grandchildren will have employment opportunities available to entice them to continue living in Tipton after they have completed their education.

The Tipton County Plan Commission is undertaking a Comprehensive Planning process. It is essential that every citizen’s voice be heard if we are to end up with a plan that will enable us to grow in a controlled and managed manner. If we do not participate, the plan that results will only address the issues of those who do not want any growth in Tipton County. Therefore, I encourage you to watch the newspaper and attend public meetings that deal with the Comprehensive Plan. LET YOUR VOICE BE HEARD!!

There are two alternatives for any community—growth or death. The one thing that cannot happen is for a community to remain forever unchanged. We must accommodate the needs of our children or we will continue to age as a community. Tipton is already a rapidly aging community. The county’s median age at 38.4 is already much older than the rest of the state, and we have a very low birth rate due to our aging population. Some fear growth but they do not understand that we have a lot of room to grow in order to reach the size we were in 1970. Enrollment in our schools is much less than 78% of the enrollment in 1979.
